The test is foreseen to be held before 1 April, but the authorities have not given a definite date. Vladimir Putin, the Russian leader, is also supporting the initiative. The proposal to discuss the bill in the Duma was also raised by MPs who were known to be close to Putin.
The paper, which continues to be discussed in the lower wing of the Russian Parliament, is called the Digital Economy National Program.
