Republican senators voted against 11 amendments to the trial rules brought forth by the Democrats, preventing multiple attempts to subpoena documents and witnesses, including former national security adviser John Bolton.
House Judiciary chair Jerrold Nadler held a press conference, declaring that any attempt by Senate Republicans to prevent witness testimony or admission of evidence is a cover-up of Trump's crimes.
Republicans voted along party lines and pushed through the rules as proposed by Senate leader Mitch McConnell.
"There were good reasons why all 100 senators agreed two decades ago that the Senate should not cross these bridges before we came to them. We will not let the architects of the unfair House process convince the Senate to rewrite our rules just for President Trump," tweeted McConnell.
Connell also changed the rules since he first revealed them and allowing each side to take three days, rather than two, to present their cases.
The trial, which is presided over by Chief Justice John Roberts, is adjourned until Wednesday, when House managers will present their case.
